If i have a car imported from japan, and the steering wheel is on the right hand side, how much would it cost to have that and the transmission and dashboard switched to the left hand side (to make it street legal).

There is no reason that a Right Hand Drive car would not be street legal. The RHD evo is type approved in Europe and Japan.
If you are in the US, I suggest you contact your local DMV to find out if you really need to make it LHD for it to be legal.

It would not be worth it. They would have to do major modifications to the car. You should sell it and buy an U.S model w wheel on left.
First off, have them do it over there. It won't look worth a s--t if you had to do it here.
I had a friend who was going to import his Ford to Australia from the US until he found out that the cost to convert it to right hand drive from left hand drive was about $6000 US. Why wouldn't you just buy an Evo in the US? They have them here in case you didn't know.
