What causes the power steering wheel to not move back to 12 o'clock?

After I am making a turn (either side), I have to turn the steering wheel by hand to make it 12 o'clock. Otherwise, the power steering wheel would stay at 10 or 2 o'clock and reluctant to move back. It happens even on the free way while changing lanes, so I don鈥檛 think the speed has anything to do with it.

What could be wrong with the power steering wheel?

i would look into getting an alignment, sounds like your caster angle is out. This effects your steering axis inclination which is responcible for bringing your steering wheel back to the 12 o'clock position.GL

Probably need new power steering pump. Have your mechanic check it out.
either u need a new (gear box) or a (rack and pinion) depends on your vehicle !!!!!!!!!!!!!!!!!
Take vehicle to an alignment shop and have a full inspection done on vehicle. Bad alignment as well as worn tires can contribute to this as well as a bad rack %26amp; pinion. The alignment shop can positively nail the culprit down for you in about thirty minutes.
