Kinda vague on the question. Was the car running when the lights were on? What's a blocked steering wheel? I'll try.
The steering wheel will lock in place when the ignition is turned off. It doesn't always LOCK...meaning if the ignition is off you will have some play in the steering wheel. But if you turn it, it will lock in place. That's normal. When you turn the ignition on but don't start the vehicle those lights will come on. When you start the engine they should go off. Some may blink a few times, like the airbag one, but they should go off. Changing the gears should not have had an effect on the lights. I don't think the repairs made would have anything to do with what u described.
