i did that at the club one night with my mom cadillac doing doughnuts in the parking lot something popped and i could hardly steer it home it was so hard! it was the rack and pinion

It sounds like your power steering pump is going bad. If it's making a whining noise its definitely your pump.
It shouldn't be an electrical problem because it would be highly unlikely for it to work sometimes but not other times.

Try lubing the box and tightening the muffler bearing.
