the wheel has been WELL used by previous owner. If it is an easy job to change to a new wheel at low enough cost I will do it. any thoughts?

phone 0161 366 0080 which is a breakers in Manchester should be around 拢40 give or take a few 拢. make sure that the ignition is switched off, if Your 206 is the early type there are 2 screws at the back of the steering wheel which are 30 torx bits (star bits) remove the air bag, then to remove the steering wheel there is a bolt which is a 45 or 50 torx bit. if its the later type which just two small holes at the side let me know
It's not that difficult, but you need to follow the correct procedure to stop the airbag going off when you remove the old wheel or fit the new one. Since you had to ask, I suggest you get an experienced mechanic to do it.
