you can find a lot of web sites on how to build the minimost hydroplane, here is one that describes how to build a home made wheel steering system for a hydroplane, thei would be a very low cost system

as far as throttle/gear control unit, the type and cost is dependent on the make of outboard that you have.

hope this helps

It will depend on what boat you are talking about. Is it a sailboat or motor boat? Is it a 12 foot aluminum fishing boat or what?

If you are talking about changing a sailboat, then it is probably not worth it. The pedestal, binnacle, wheel plus the unseen hardware below deck, changes to the rudder and the labor will likely cost 2,000 - 4,000 dollars or more. Then, if your boat is a well known make and model, it is possible no one will want your boat because you radically changed it.
As long as there is enough room for the Quadrant on the rudder post. See if they ever built them and then U can see what is needed.
